Pretty easy to use. Just download the .rar file, open your dropzone, which you do by local disk C:/ or whatever, program files, steam apps, (Your user), common, Just Cause 2. If there isnt a dropzone, then make one. (Right click, new, folder, dropzone.)

This includes a LITE cival war mod, Cant stop the factions, Cant stop the police. A sweet skin i found, and awesome air traffic. And highly explosive triggered thing-a-magiger.
