all rebel drop unlocked (not secret items)

this will unlock all weapons and vehicles except for the secret ones try to use the item file from a 100 percent savegame

 backing up your save is strongly recommended before you start

press windows key+r and type %HOMEPATH%/Documents/Square Enix/Just Cause 3/Saves and press enter then you will see 1 or more files that are named a bunch of numbers open the one with the longest name. copy the file named item.txt to somewhere and remove the .txt part then place that file in your save folder and replace the existing item file. (you can take the item file from any savegame you want)
