Extended LOD and Texture Budgets
I multiplied the LOD of props and the environments by 4 times their original value, resulting in FAR less pop-in. I also modified the Texture memory value, upping it from 2048 to 4096, it may not do anything but it seems to allow for a maximum texture size of 4096 X 4096.

EDIT: For clarification, this affects the mesh details in the distance, so almost everything is loaded in, the vegetation seems to be a different value. So when using the unlimited grapple hook mod, you can zip to literally any spot on the map since it is loaded in.
