how do you unpack or extract i dont see the option and how to do open the file

When I try to unpack the mine launcher files, I get the error
Error reading file ‘D:\jc4-modding\Protatos-Mod-Creator-v05\XML Types\wtunec\wtunec_proj_explo_type.xml’: failed to load external entity “file:/D:/jc4-modding/Protatos-Mod-Creator-v05/XML%20Types/wtunec/wtunec_proj_explo_type.xml”
Is it possible to get a fix for this?
