Rico vs Rebels

Edited a config  bit to give a diffrent playstyle

Makes the rebels act like the blackhand, rebels send only little reinforcments but enough to give a good fight, for some reason blackhand reinforcments spawn too to support you. Rebel ai is dumb and slow, easy to kill, but you can feel like a real government agent atleast. blackhand restricted areas and base defenses still work, rebels only attack when aggravated and still call out your name.
