2.) Go to:

C: Program Files (x86)Steam- steamapps-common-rocketleague-Binaries-Win64-bakkesmoddata-acplugin-DecalTextures

3.) Put the folder in decaltextures

4.) Apply in-game

    when i equip the decal, i just see my normal pre-set. like i can equip your decal but i cant see it, do you know how to fix it?
