Accurate Neo Tri-Beam

The title is pretty self explanatory, it's a stronger Neo Tri-Beam that consumes your health instead of your stamina or Ki. It still costs 3 bars to use, but it won't be consumed, and the skill can't actually kill you, but overuse would definitely get you there. I'm not sure if this has been done before, but eh.

Also, I tried to make a replacer version, but for some reason it refused to work, so if I figure it out, I'll add that here.
