I did not actually make this car I am simply allowing you to download the free Tuk Tuk Boom Boom DLC, I could not find it anywhere in Steam.

This will work on both Steam and pirated versions of Just Cause 2.

 Simply place the dlc folder in your Just Cause 2 Directory if you already have one copy pc_60.arc and pc_60.tab to your dlc folder.

 After placing the Tuk Tuk Boom Boom DLC in correct location simply start Just Cause 2 and order Tuk Tuk Boom Boom from The Black Market.
